The implementations were summarized as the following, 1. Enhance the recycling effect and the achievement of ELV (End-of-Life Vehicles) In order to encourage the underperformance recyclers to raise the credit of triplicate form, the project team drew the ELV (End-of life vehicle) recycler’s rating mechanism and completed the evaluation. On the other hand, verified ASR (Automotive shredder residue) could be made into recycle products including RDF (Refuse derived fuel), renewable material, and additives for cement industry and steel manufacture. Also made revising suggestions for the ELV’s facility standard. Moreover, through communicated with Korean ELV recycling and disposal enterprises, discovered that the auto used-part barcode system and O2O commercial platform could enlarge ELV niche market. 2. Review the scope of regulated vehicle and ELV’s levy and subsidy rate The project team proposed that take chloride content as the standard of green levy rate for vehicle would decrease the chloride in ASR and raise its recycle products’ value. Also completed a draft of subsidy rate for recycling and disposal enterprises. The responsible enterprises should volunteer to recycle the electric bikes in short-term, then bring the electric bikes into the regulated vehicles in long-term. According to the ELV Directive 2000/53/EC, this project had calculated domestic ELV’s 3R rates in 2017. As a result, the reuse and recycle rate is 86.26%, and recovery rate is 98.34%. Also the project had completed capturing 20 responsible enterprises who hadn’t paid the levy fee (about 0.98 million NTD), and the results were submitted to EPA. 3. Hold the ELV workshop The project team completed 3 educational sessions of ELV’s workshops and presented the issue concerning how to improve the in-situ management, increase ASR recycling efficiency, and assist participants to familiar with the operation of RRMS. Overall, total 122 people attended these meetings.
